Customer owned MV transformer disconnect

A new customer owned (non-utility) padmount transformer will fed from overhead, customer owned 13.2 KV distribution. The riser pole will include cutout assembly. The pad mount will include integral primary load-break switch, dead front bushings.

This is an NEC installation - is a separate load break switch required at the pole to comply with 450.14? Or are the cutouts and/or the primary switch within the transformer considered the transformer disconnecting means?

You should follow the utility (the power supply company) requirement. By doing so, it should automatically comply with the NEC. Because the utility must be providing such arrangement to other customers also.

The utility will generally not build to NEC requirements, they build to NESC requirements. This is the reason for the question regarding what would generally be required to comply with 450.14 for a customer owned padmount.
