Is there a way to use custom properties to fill out the title block in the draft file? (I tried searching for a thread about this but couldn't find one) Thanks for any help.

Use the tag [blue]$PRPSHEET:"Custom Prop"[/blue] to populate your title block, ensuring that you match the custom properties in your model.

If you are inserting custom properties of your drawing into your title block, use [blue]$PRP:"Custom Prop"[/blue].

Creigbm,
Check out if you want to make this task easy for everyone to link custom properties. In left column look at SolidWorks API Tutorials, Macros/Examples, "Example 7 - CONFIG PROPS.SWB will write several custom properties to active configuration". Joe Jones did a very nice job of explaining this task.
