Cross Oil Exchanger versus S&T exchanger

Two bidding contractors have provided different solutions for the pre-heating of crude oil from an HP separator prior to crude oil heater and LP Separator in a CPF oil processing train. I am conversant with the operation of the S&T solution however I am not conversant with the cross oil exchanger which from the provided details seems more complex however with better exchange efficiency. Any views here on past experience with both solutions and which solution you would recommend?
 
Strange, all the applications I've come across for cross flow configuration were in flue gas heat recovery with air to be preheated.
Perry has figures for Ft values for the 3 types of cross flow HX - which one do you have, and do the quoted Ft values correspond with these figures?
Check that you can mechanically clean both sides.
 
I do thought the same. However if anyone here has experience in the use of cross oil exchangers, I would love to know their views on such a solution, challenges and benefits plus any control configuration aspects.
