Creeping in seismic load

I calculate seismic guide of the structure. This guide is in high temperature, i.e. in creeping area. Lets assume that creep strength (1%) is 100MPa. During normal work, stress are below this 100MPa value. When
seismic appears I have some stress concentration above creep strength. The question is whether I should check this structure for creep strength or for yield strength. In fact creeping is function of time, stress and temperature. In seismic loads time of load is rather short, and stress above creep strength are also short. So, should I consider creeping or not?
