Creek Restoration

We have a project where we are simply reshaping 2000' of creek. In the process we are going to be creating some cut material which we are going to be allowed to placed above the creek as long as positive flow is maintained to creek. Fill above creek bank will be 1' in depth and extended 7' from top of bank. Would you normally require the contractor to do compaction testing and submit results for something like this?
 
Are you going to be building on it? If not, and you want it to be stabilized by vegetation, compaction would be counterproductive to root growth.

Will your fill site be outside the angle of repose for the creek bank? We had a major landslide recently due to unwise filling on top of a creek bank.
 
No not building on it. We called out to make 2 runs acrossed subgrade and then place fill material. Topsoil and soil admending would then be placed for plant growth. Good suggestion on landslide. We are going to be filling 1' approx and then planted with wetland plants.
