Creating reference geometry in Sketch

I can select geometries that are not in the sketch plane as a reference vertex or as a reference edge, but they don't seem to stick after I click the Done button. I would be happy to provide additional details, and I have followed the instructions in "Section 19.15 Projecting edges onto a sketch". I am not sure what I'm doing wrong.

Any ideas?

Additional note: I am trying to reference geometry that is base of a cut extruded with a draft angle.
