How do I make imported sketches into 2D planar geometry 1

What do you mean by "directly from Catia" ? Which file format or are you using the associative interface ?
Is that part supposed to be a wire or a 2D shell (faces) ? You should select the proper Base Feature depending on that and click Continue. This will start the sketcher where you can open the saved sketches ("Add Sketch").
