Hi, I need to create a counter sunk hole in part or sheet metal using ST4. Does anyone know if this is even possible, if so how?

More than one way to do this.

Option one, create a slot then add a chamfer around it.

Posting guidelines faq731-376 (probably not aimed specifically at you)
What is Engineering anyway: faq1088-1484

Option 2, switch to part environment, create a swept cutout, switch back to sheetmetal environment.
