create plan with point _ arc and create sketch in this plan -Macro journaling

can someone helpe me, to create a journaling with .vb witch can : 1)create plan with point (M0) AND arc(Center,radius)
2)create sketch in this plan and center of repair is M0

How do a point and an arc define a plane ??

The arc define the plane
And the point define its center.

the point belongs to the plane.the tangent (of arc) in this point define the normal (vector)
