Insert a datum axis, and set the type to point and direction. For the vector, choose by coefficients.

Or starting in NX 6.0, anytime during the creating of a modeling feature when the dialog asks you to define a Vector, if you expand the list of 'Types' you will find an option labeled 'By Expression' where you will have the option to define an Expression which will contain 3 fields for the I,J,K values which defines the 'direction' of the Vector. These can be numerical values or names of other Expressions, thus giving you complete PARAMETRIC control of any aspect of a feature which uses a Vector.

BTW, at the same time we added the Vector by Expression option, we did the same with Points. When ever a modeling operation asks for a Point, you expand that list of 'Types' and you will find an option also labeled 'By Expression' which will allow you to the same with defining the X,Y,X values of a Point using a single Expression.
