Create fit spline.

HI,
I am looking to create a fit spline from many non-contiguous curves. Background: A pencil tracing of a simple shape (think outline of a horseshoe)is scanned to PDF. The PDF is run through a raster to vector software to DXF. The DXF is imported into NX 7.5. The result is a set of mostly small lines/arcs/splines with sometimes dozens of various small gaps along the outline. I would like to create a smoothed closed spline by selecting by rectangle or by all.

My best guesses so far...

Option #1
Insert>Curve>Spline>Fit will only pick up existing points. Is there a way to create existing points from the endpoints and control points of all the curves in a selection? Then I could chain via rectangle.

Option #2
Insert>Curve from Curves>Join Curves
This can do the smoothing function, but needs a set of already connected curves.

It wouldn't be all that difficult to write a simple NX Open/VB/GRIP/SNAP program to add end/control points to a set of selected curves.
