Creat user defined features

I saw a clip on youtube of a guy making a belt transmission between 3 "wheels". After that he made the belt connection in mechanism. THEN he clicked on the line where the belt would be and inserted a UDF and it created a belt with 12x4mm.

How do you create a UDF like that?
