There are, unfortunately, different standards in different countries and even industries.
So e.g. water industry will have e.g. an AWWA spec for PE, but another supplier uses and ISO code.
GRE/GRP in particular is very vendor dependent because there are too many bits of equipment in each vendor.
I see you're in India. The IS codes might be a different spec altogether based on an old British standard but no one wants to change because then things don't fit from one system to another and the manufacturers all need to change. They will all though meet some sort of standard, just sometimes its not clear which one.... Remember pipe is one part of the system - then they need to fit other components.
So yes, a universal sizing criteria would be great, but that's simply not how it works I'm afraid. You just need for any particular country or industry try and find the one which is the most used or available from suppliers.
