CPU usage

Dear friends,

My have a Celeron 466 MHz, 64 MB RAM computer. It shows a permanent 20% CPU usage even though no application seems to be running in the background. I use Windows 98 & a Norton System Doctor for the checkups.

Kindly suggest.
