Cover to Rebar at a Pour Joint - Thoughts?

Hi all,

We detail groundbeams to stick 50mm above the soffit of the slab, to avoid the beam top layer and slab bottom layer of steel reinforcing clashing.

We then pour the groundbeams, and sit the slab bottom mat steel directly onto the groundbeams so the slab rebar has 50mm cover outside the groundbeams.

On one of our jobs, they never scabbled/roughened the top of the beam, which we requested. Would you be worried about the cover around the bars here over the groundbeam at this pour joint? Risk of corrosion etc.?

Has anyone any thoughts on this? My thinking is there is still cover all around the bar albeit one edge is already a poured concrete section.
