Coupling Beam Flexural reinforcement

When we have a Coupling beam, wich has a "X" reinforcement. Should we use the Aci flexural (longitudinal) reinforcement required in addition to the other reinforcement stated in chapter 21, or shall we use the ACI min flexural reinforcement? Because the SEAOC doesn't recommend the use of these longitudinal bars.

 
I am faced with this exact interpretation problem!

Does one design the X reinforcement to handle all the flexural moment capacity or provide longitudinal reinforcement as well.

I have been trying to decipher ACI Chapt. 21, UBC and SEAOC and get it clear.
