Counterfort

I noticed a counterfort on a residential basement wall that extended 8 inches past the footing. Accordingly, the counterfort is not supported on the last 8 inches. Is this something to be concerned about?

This is certainly not good practice and partially defeats the purpose of a counterfort. Take a look at this website:
