Cost/time for 30% to 50% Increase in electricity generation/distribution in the USA

I'm doing some research on US electricity capacity. I need to figure out how much time and $$$ it would take to expand the USA's kWh generation/distribution system by 30 to 50%.

A close, educated, "guesstimate" would be good enough.

Any ideas on how to calculate this?
