The city should immediately revise their standards to allow only metal balconies. They are predictable, weather tolerant, easy to analyze, construct-usually in a shop, install quickly and inspect.

In my humble opinion, a diagonal tension cable/rod at both edges would have made a great difference. I don't know if requiring it as a law is harsh for designers, one thing I know is that architects would hate it.
