Correction for coarse fraction in soil aggregate mixtures

I have a concern with the way AASHTO treats coarse fraction i.e. the material coarser than sieve 19mm.It only allows for soil aggregate mixtures with < 30% of the material retained on the 19mm sieve. So what do I have to do in the cases where I have material that has >30 % on the 19mm sieve?
 
I assume you are referring to Moisture Density relationships under AASHTO T99 and T180....

I haven't looked at the procedure in quite a while but the procedure used to be crush and replace. Not sure what new standards require.
