Corbel condition for Tension Nuc/shear Vu not more than 1

Dear Experts

As per ACI 318-08 code , there is a condition for using the equation for the corbel design as follow " section R11.8.1 ,an upper limit is provided for Nuc because this method of design has only been validated experimentally for Nuc less than or equal to Vu , including Nuc equal to zero." , and i am checking a design of precast concrete beam resisted on concrete corbel, the thing is that , the load combination from the temperature (thermal) loads gives a huge tension force on the beam/corbel a accordingly i can not fulfill the above condition for the corbel design.
any advice regarding to design of the corbel in this case Nuc>>Vu.
