Cooling Systems- Steam vs Electric

My question is simple. Given a certain size cooling unit for example 1 ton 12,000 btu/hr. What is more effecient in terms of dollars- a steam (mlbs) driven system or an electric system (kwh). Given than steam costs $40/mlbs and kwh $.13/kwh. Which system would you put in a new building in New York city.

Wait a minute. Let me go look up the thermal efficiency of the particular systems you are proposing. I'll be back when I have that information...
 
What power is available? Do you have steam present all the time? What HV power is present, or do you need to run more? What was used last time?
