control joints in a SOG with in-floor heating

Hello,
Have an 8" thick slab on grade with welded wire mesh(WWM). This is a slab for a service area of heavy equipment and vehicles. The slab will have in-floor heating pipes that need to be 2" below the surface and installed above/and tied to the WWM. The minimum depth for saw-cuts is 1/4 of 8" which is 2". This means there is a good chance that the cuts will damage the pipes. Any suggestions or different methods that in your experience worked for doing the control joints safely?

I would consider increasing the reinforcing in the slab to avoid the need for control joints. We often put the radiant pipes in a non-structural topping slab above the SOG, but if your slab is subjected to heavy loading that may not be appropriate.
