Can a contractor who is licensed to do landscaping but not grading have his contractor license revoked if he does grading without permits in California?
 
I think you have that posted in the wrong forum. Try Earthwork/grading engineering.
 
I think regardless of what license you currently have you should get a permit to do grading at a cite before doing the work. Check with the city/municipality where it's at to make sure everything is legal.

probably any contractor doing work without the required permits and without the proper license could be reported to the contractor licensing board. It's up them to investigate and determine if a license should be revoked.
