I have a continuous footing under a precast concrete wall. The wall length is 50', and the individual panel lengths are 10'. If the panels are connected together to handle the laterforces, I know I can design the footing as if the wall were 50' long. However, If the panels are not connected together for this shear, can I still design the foundation for a 50' long wall. I would think I could since the forces at the panel ends would be equal and opposite.

Yes, the result is the same as far as the footing is cocerned a push and a pull at the ends. Check the shear at the panel joints though.
