Is there a good source out there providing possible reactions with groundwater contaminants to foundation systems (specifically for this particular situation, dry cleaning solvents' possible corrosivity or other effects on drilled shaft concrete or driven steel pile foundations)

Look up the National Association of Corrosion Engineers.

They have many members which may better answer your question than geotechnical engineers. Although some are members of NACE.

Frankly, I would be more concerned with vapor intrusion through the foundation.

If groundwater sampling has taken place, I suppose you could check the pH for a potentially corrosive environment.

Most dry cleaning solvents are flammable and float on top of free water. Thus excavated trenches become conduits of liquid and vapor allowing accumulation of vapor in basements and sumps. Explosions result at electrical sparks or pilot lights. No effect on steel from carbon tetrachloride.
