Hiring Manager told me I was rejected because she had better candidates. ( possibly i lost because of gender quota )

For self improvement, I searched Linkedin and found the profile of the candidate she referred to.

But the candidate resigned less than 2 years.

Should I contact the hiring manager again about this vacancy ?

I think you should give it a try.

I experienced a (sort of) rejection once. The job popped back up. My wife (my Smarter Half) told me, "Apply again. All they can do is tell you no."

That kick in the pants turned into a great job.
Purge that fear of rejection and follow Gretzy's advice (You miss 100% of the shots you don't take)
All they can do is tell you no.

Speaking of quotas, that practice is alive and well in North America, unfortunately. It's no longer "hire the best and brightest." The days of employers looking at academic achievement and demonstrated leadership are over.
