Using NX7.5, when constructing a sketch without using the continuous auto-dimensioning it is possible for the sketch to contain over constrained geometry.
Is there a way to automatically have those dimensions turn into reference dimensions?

Well yes, if you're manually applying Constraint Dimensions, there's nothing that will prevent you from over-constraining your sketch other than the visual feedbacks (status line notification and color change of your curves/dimensions). And NO, there's no automatic mechanism which will resolve over-constrained conditions by converting one of the unneeded Constraint Dimensions into a Reference Dimension while leaving the other Constraint Dimension(s) unchanged.

Note that an 'over-constrained' Sketch is still a 'valid' Sketch, at least in the sense that the downstream feature(s) created using the Sketch will still be valid features. Granted, the Sketch may not update as you expect it to, if at all, but that does make the profile of curves which it represents unusable as a profile for an Extrude/Revolve or other feature which can use a Sketch as input.
