Constrained Caisson footing and tolerate 1/2" movement?

Has anyone considered using the constrained caisson footing equation per IBC 2006 1805.7.2.2 and also use the provision in 1804.3.1 to tolerate 1/2" movement that allows you to use 2x the tabular values in Table 18.4.2?
If I follow the code, it seems I would be able to use the 2x tablular values in the constrained caisson footing design. However, if my footing is constrained I wouldn't be able to have 1/2" movement at the bottom.
