Here is my question.

I have consolidation curves plotted with strain % against vertical stress. I am trying to determine the recompression index from the curves.
Any suggestions?

Did the test include an unload/reload cycle? Check one of your soil mechanics texts for the interpretation of the test.
 
The test does have a unload reload. i checked a couple of text books but all of them had the curve plotted with void ratio against vertical stress. my question is what do i do if the plot is strain % against vertical stress
 
strain=delta e/(1+eo), where eo = initial void ratio

Strain is expressed as a decimal, not percent.

Get the change in strain over one log10 cycle of stress,
multiply it times (1+eo)to get rebound coefficient
