Is it a conflict of interest if a principal of an engineering firm serves on a Zoning Hearing Board of a municipality when the firm he is a part of is the hired outside engineering firm for the municipality?

only if his firm is working for developers or other investors that would benefit from his favorable decisions as a board member or as the city engineer.
