Conduits Inside Water Tank

Dear All,

We have water tank, and some conduits (electrical) are penetrating.
herein they suggest to use pedal flange pipe to avoid leakage .

can any body explain how it works.

I don't understand what these conduits are doing. If they're underwater, I'd be more worried about water getting in the conduit than getting out of the tank.
My electrical engineers would be horrified if we routed a conduit through sewage.
