Conduits in slabs

I am hoping someone can enlighten me on why ACI 318-14 and onwards, the requirements for conduit spacing (3 * diameter) and conduit diameter (less than 1/3 slab thickness) have been removed and replaced with a generic language. Refer to ACI 318-14 Sections 20.7 and 26.8.

To give designers more engineering judgement? But that's just a guess.
 
Without having the code in front of me, I’d guess they left it out because it might be in ACI 301, the specification. Some of the mix design requirement are only in ACI 301 where they were in both prior to ACI 318-14
