Condensate polishers and Coordinated Phosphate treatment

Why is it that boiler water treatment programs that use coordinated phosphate programs do not usually need condensate polishers, while all-volatile treatment programs do?

Phosphate provides sufficient chemical buffering capacity to cope with small system upsets, e.g., a small condenser leak. Without phosphate, you need a condensate polisher to remove the contaminants.
