I'm looking for sizing design guides for condensate flash tanks operating below atmposheric pressure.

There is a sizing program at This is an industry that operates much of its process below atmospheric pressure, so its designs should be suitable.

I'll let you rummage around on the site and find the program. Look at 'engineering guides'.

You may find it most useful. I am fairly sure that the methodology given in that FAQ would be applicable for a condensate flash drum operating under some vacuum.
