Concrete Repair - Small retaining wall

Hello,
There is an existing retaining wall (short and no surcharge). Upper 6 inch of the stem wall is damaged and planning on removing that and re-concrete.
Question: Is it feasible to remove / chip away the upper portion of the stem wall while leaving the vertical rebars in place or remove and cut the vertical rebar as well and use dowels? Thanks for all the advices
 
If not tall, then it may be better to remove completely and re-construct. Retaining walls are often visible and might look like a patch job.
