Concrete fire protection

Our civil group allows to use cast in-situ concrete for structural steel work such as pipe rack. However, they do not allow to use for vessel skirts. I cannot find the reason to support their comment.

Is this general practice to use spray apllied concrete/vermiculite concrete casing for vessel skirts? Please advise me.
