Concrete cover for Tilt Wall

Per ACI 318-19, concrete cover for a wall exposed to weather is 1 1/2". Would not a tilt wall be considered exposed to weather? The engineer shows 3/4" coverage over the reinforcement.
 
There should be some language regarding clear cover requirements for elements manufactured under "plant" conditions, and I believe the consensus is that tilt-up panels can be considered to be constructed under similar circumstances as it relates to tighter tolerances in the placement of the bars. That said, I can certainly make an argument to keep the clear cover at 1.5" on the exterior exposed side.
