Compression Ring vs Wind Girder 1

A basic question for understanding. Regarding API 650 tanks, what specifically is the purpose of the compression ring and how it reacts differently that a top shell stiffener ring, ie wind girder?

A compression ring handles forces from the roof structure. A wind girder braces the tank shell against buckling from the wind.
