I am designing a part which involves a cylinder and a rod that slides axially within the cylinder. I am looking for a spring that does 2 things a) compresses so that the rod slides within the cylinder and b) provides some torque so that the rod rotates to some degree (30-45 degrees) within the cylinder. Can an open coil compression spring also provide some torque like a torsion spring or vice versa (an open coil torsion spring that can be compressed)?

Valve spring rotators actually rely on a compression spring exerting torque.
... but not for 30 degrees of rotation per stroke.

You probably need something like a radial pin in the rod, and a helical slot in the cylinder.

I agree with Mike, 30 degrees of rotation is not possible with a helical compression spring.

...unless it was a very, very long compression spring.

Any good spring design book (see the FAQ for this forum) will include equations to estimate the degree of wind-up for a compression spring.
