Compatibility with Class 125 Thru-Bolted Flanged Butterfly Valve

Are all Class 150 flanges compatible with a Class 125 thru-bolted butterfly valve, where the valve does not have thru-bolt holes? Obviously, I'm asking about flanges with the same NPD as the valve.

If not, what determines which Class 150 flanges are compatible with the butterfly valve, since no driling template is applicable?

Class 125 is a downrated version of Class 150 when used with cast iron.
The PCD and dimensions are the same as Class 150
