Is there any documented practices beside NETA to perform the subject matter? Emectrical and Mechanical?

Each manufacturer has documentation. A google search will get you some papers on the subject.

However, I am of the opinion that if you haven't done it, you'd be very wise to enlist the aid of a qualified commissioning technician or engineer. The NETA list is a pretty good place to start.

I have worked with both NETA and non-NETA companies in the commissioning of a lot of power equipment and I can tell you that there are a lot of details in a system that need to be checked off to make future life easier.
