Combustibles above Flam/Comb liquids. Hmmm.

IFC 3404.3.6.3..."combustible commodities shall not be stored above flam and comb liquids". If that's the case, just about every big box retailer is out of compliance with motor/cooking oil stored in racks with commodities above. Thoughts? Exceptions? Interpretations?

from a wiser inspector that reads every word, it was pointed out that the complete section tends to read follow the table OR what is written below.

If you follow what is written below than the """combustible commodities shall not be stored above flam and comb liquids""" seems to not apply, only if you follow the alternative of 1,2, and 3.
 
Thanks. I tend to agree. However, most AHJs and some PEs that I've been asking say it's a stand-alone section since it's not numbered like the other 3 items and still applies. Another fine example of code clarity [glasses]
