we have two gaz turbine each one makes 15 MW as electrical energy , i m making a study to take the decision of adding a steam turbine to make a combined cycle plant (we want to know if adding a steam turbine is a profitable or not)
whats the steps that i should do or took on consideration ?
 
Was it designed for a boiler? Do they run much? Space? Water?

Just a few to start with.
 
Where in the world are you? In warm climates air cooled condensers operate at higher back pressures and temperatures, which can limit steam turbine capability.

Is the electrical energy used on site or sold? Profit margin?

How would the project be financed?

Capital cost would include steam turbine, heat recovery steam generators, all steam plant auxiliaries including deaerator, pumps, an integrated control system, etc.

Would more highly qualified operators be needed? If so, would their wages cost more?

The most important step would likely be to hire a consultant to assist you in making this determination.

In addition to the above ... What does the existing gas turbine do with exhaust heat? What is the exhaust temperature?

If the existing gas turbine has multi-stage compression with intercooling and a heat exchanger (sometimes called a recuperator) which pre-heats the compressed charge using exhaust heat before combustion, it may not be very practical to install a bottoming Rankine cycle. The thermodynamics of both the existing system and the proposed system have to be very carefully considered.

A gas turbine designed to be used in conjunction with a bottoming Rankine cycle probably isn't the same machine as an open-cycle gas turbine.

You will need a good cooling source to make the bottoming cycle advantageous.
