Combination of DC-balancing and FEC

Hello Experts,

Since most of the wireless digital communication systems cannot transmit DC signal, DC-balancing techniques are usually adopted by adding redundant bits to balance the numbers of 0's and 1's. Moreover, forward error correction (FEC) schemes are essential in wireless communications. Is it possible to design a unified algorithm for DC-balancing and FEC, as both techniques are going to add redundant bits into the origin signals?
 
You CAN transmit DC by frequency or pulse modulation

You may not have to balance the 1-s and 0-s.
I don't think that the balancing is a problem today.

There are self-clocking codes which use less than one
transition per bit.

The coding and the error correction has to be selected
according to the type of error expected, noise, channel,
the type of modulation used, stc.

All modern RLL (run-lenght limited ) codes.
To prove you can have more bits / transistion.

Let's suppose one &quot;frame &quot; is 8 bits long and can/must have
exactly one transition. The place of the transition
in the frame determines 3 bits.

The oscillator is 8-16-etc. times of the bit frequency
