Mac, no, that is just wattle and daub (or something like it) for the wall plaster. Non-structural.

Reports attribute the collapse to a mudslide after heavy rains. Looks like the hotel was build into the hillside, and perhaps the roof was supported on the retaining wall which was moved down the hill by the slide.

You can see a hillside "tear" in the grass above the hotel in this image...suggesting a rankine-like slope failure.
