The biggest concern with low temp air distribution is insulating the ductwork properly to prevent condensation. Even specifing non permeable insulation will not garantee that the installer will fit and seal it right. In todays low bid competitive market the workmanship associated with the many of the insulation subcontractors is marginal to ok it's acceptable, but with low temp ductwork it has to be near perfect. Remember sweating ductwork leads to mold and mildue and for that basis alone there are many government agencies that will not allow low temp systems.
