Cohesion used in stability analysis 1

I'm trying to validate the use of an allowable unit shearing strength (C) of 0.125 of the compressive strength of a particular concrete. This is about 300 psi for the concrete being used. This C value is being used to do a stability analysis for a dam. Does anyone know about any references that might be able to help me validate this cohesion value?
 
Probably a good place to start is the Army Corps of Engineers since both them and the BLM built most of the dams in America.

They publish guidelines on all types of dam construction.
