Coefficient of Variation of Subrade Reaction - NAVFAC DM 7.02

I have always been confused when using the coefficient of variation of subgrade reaction Figure 9 that is on page 236 of the NAVFAC DM 7.02. The values for fine grained soils are truncated at medium stiff soil and the course grained soils do not show values for very loose. How do you interpret the f values for very loose to loose sands or stiff to very stiff clays?
 
Donrolla, I do not possess that manual nor could I find a relevant excerpt of the topic, can you provide that otherwise I and probably Others have no clue about the specific issue.
