AIA Guidelines (accepted as code in many places) do not allow internally insulated ducts serving rooms such as operating rooms, delivery rooms, and a few others in hospitals. The IMC has a few requirements for internally insulated ducts but it's allowed.
what is building situation now, is it under renovation, extention or non of any changes.
if there is no such changes that requires a building permit, then there is nothing to worry about, but if there is such general repair or replace for HVAC system fore example the job should be done in accordance with the code that regulat the building area.
if you rae responsible for such job you can check with the city hall and follow thier instructions.
